A small and quiet group of Russian black marketers make a very successful living in Night City working primarily through the large Night City port and taking their cut of imports and exports made under the watchful eye of the many gangs that operate there. This particular offshoot of Russian gangsters makes their living through being masters of diplomacy and creative payoff rather than violence. Coming late to the Night City scene, rather than start a shooting war for turf they opted instead to partner with existing gangs and work as middlemen staying on friendly terms with everyone to ensure that the profits and products flowed non-stop through the corrupt port.
Soon the Russian mob was gaining a reputation as an effective mediator in gangland disputes and has effectively stopped several gang wars by acting as the neutral party through which negotiations could commence and continue. Capitalizing on this opportunity, the Russian mafia has enhanced this standing and worked hard to set themselves up as the Switzerland of the criminal world in Night City, a far cry from the violent and domineering reputation they have achieved in other cities.
This has not been easy, nor was it planned in advance. Rather, it is supposed that the peculiar makeup of the initial group of gangsters to arrive in Night City created this unusual turn of events. Instead of aggressive young Turks, the Russian mob instead sent older, experienced semi-retired gangsters of primarily Jewish heritage to Night City to begin their operations there. The reasoning behind this choice of personnel is unknown at this time, but it has created a fairly lucrative opportunity for the group without garnering much attention from the authorities.
